由于经济发展对能源需求持续增长，全球油价维持高位，天然气价格不断攀升，化石燃料使用带来的环境污染问题日益突出，清洁可再生的新能源正引起全球的关注。在各类新能源中，风力发电是技术相对成熟、最具大规模商业开发条件、成本相对较低的一种，受到各国的普遍重视，装机容量快速增长。

　　根据中国综合资源综合资源利用协会的测算结果，中国陆地可以安装14 亿千瓦的风力发电装备，如果考虑海上，总资源量将达到20 亿千瓦以上。截止2007 底，中国风电装机容量600万千瓦，仅占陆地可利用风能的的0.44%左右，发展潜力巨大。

A fast economic development has continued to increase demand for energy, making global oil prices hover at high level and natural gas prices rise continuously. Threat to environment protection incurred by use of fossil fuels is becoming increasingly prominent. New energies, such clean and renewable energies, are arousing the attention of the world.

Among all types of new energies, wind power generation is relatively mature in technology and it has the condition for large-scale commercial operation. All counties are paying more and more attention to wind power generation that has a relatively low cost, pushing up a fast rise in installed capacity.

According to the estimation by the China Association of Resources Comprehensive Utilization（CARCU）, 1.4 billion kw power generation facilities could be installed on the land of China. If the sea area is taken into consideration, the total resources can exceed 2 billion kw. By the end of 2007, China’s total installed capacity of wind power was 6 million kw, accounting for only 0.44% of the land usable wind energy, which has a huge development potential.
